Can a new member be attached replacing the section which is damaged by dry rot and the attach the decking to be safe and durable?

Yes. It is commonly done and is referred to as "sistering". As long as it is done properly it will be safe. If the bad wood and any areas where the new wood and the old wood touch are treated with CPES, it should be durable as well. The common problem areas with decks are the places where water can easily get into the wood (exposed end grain and nail holes) and places where water can get between two pieces of wood and sit (where the decking and joists touch).
